30 Andover Road (formerly 4, Tivoli Buildings)4, Tivoli Buildings, of the four properties in this row, was the longest to retain its original use. It was a butchers shop from about 1870, apart from a short period in the mid 1970s-1980s, until 2022. The first butcher was J Penstone, who had previously traded in Tivoli Street. He was followed by R Challis and Frank Waghorne, whose family had been butchers in the High Street.
The property was owned by Henry Davies, the newspaper proprietor, who died in 1890. His daughter Elizabeth eventually sold the premises to Frank Waghorne in 1921. A year after his death in 1943 the butchers business was acquired by S Gilder and it continued under his ownership until 1972. Between 1974 and 1987 there was a change of trade when Patricia Price ran Cheltenham Catering Service from here, followed by R&R Catering. In 1987 Julia Woollins, visiting Cheltenham, discovered that the building was about to become vacant and she and her husband Paul decided to take it on again as a high class local family butcher in 1988. When preparing the shop for opening in 1988 Paul found the beautifully engraved marble Waghorne shop front inside the building but unfortunately it cracked as it was being lifted.

In 2022 Paul and Julia decided to retire from the butchers business and the shop was transformed into a hairdressers called Mario's, which is owned by Mario Costantinou and was founded in Cheltenham in 1957.
The terrace of 1-4, Tivoli Buildings and 1-3, Tivoli Place brings us to the corner of Tivoli Street. Immediately facing one on the opposite corner is the start of the long terrace of commercial properties that most people identify with Tivoli Place. However, this terrace has not always been the neat row of attached properties that exist today and its present appearance dates from as recently as 1991.
